UCR FBI crime data by state: California crime rates
We're going to start digging into FBI UCR state data. First stop, crime rate in California.
There are an estimated 18,000 police agencies in the US. FBI reporting is only required if an agency wants to receive federal funding and not all 18,000 agencies report to the FBI. UCR data is reported anywhere from monthly to quarterly to the FBI. The FBI then publishes the national data about every 6 months.
Some agencies have moved over to the FBI NIBRS reporting program. NIBRS was created to create a higher level of classification on crime that's reported to the FBI. More and more agencies are moving to NIBRS reporting, but there is no timeline as to when 100% of agencies will be using NIBRS. 2016 data for NIBRS has not been released yet. Please note the FBI only provides population information for city police jurisdictions. There is no population data provided for county police agencies. Therefore, these rates are for city police jurisdictions only and it does not take into account any cross jurisdictional crime rates. The two cities with consistent highest violent crime rates are Vernon, CA and Industry, CA. Both cities have a population below 100,000 and are industry heavy cities that are suburbs of Los Angeles. Overall the violent crime rate in California is down compared to 2006.

HIGHEST VIOLENT CRIME RATES - Population 100k+
Oakland tops the list for highest crime rate overall in cities with a population of 100,000+ (Oakland crime map here!). Stockton has the highest assault rate and is the only violent crime rate in the table that has increased since 2006 (the rape definition was revised recently which caused most city’s rate of rape to increase). Again, overall the violent crime rate in California is down compared to 2006.

Vernon and Industry top the list again for property crimes, with theft/larceny being the major driver for the property crime rate increase seen since 2006 in the cities with the most property crime. Overall in California, the property crime rate is down compared to 2006.
