New Rochelle's Mayor Bramson's reasoning was that the city has "the lowest crime rate in more than 40 years and we're one of the safest cities in America of our size". He also claims that the new email system will be "far more useful than a graphic presentation". Not sure if that is a valid claim, especially for those with different learning styles .
